Founders<\/strong><\/h4>\nThe founder of the XXVIII International Documentary Film Festival \u201cMeetings in Siberia\u201d in Memory of Ella Davletshina is Pobeda LLC. The festival is held with the support of the Ministry of Culture of Novosibirsk Region, the Novosibirsk City Administration, and the Novosibirsk Regional Branch of the Union of Cinematographers of Russia. The festival\u2019s General Director is Irina Krasnopolskaya.\n\nThe festival\u2019s theme for 2026 is \u201cCrossroads of Cultures.\u201d We invite submissions of films that focus on the interconnections and dialogue between cultures, exploring and creatively interpreting the diversity of the modern world through the lens of cultural intersections.\n\n<strong>OBJECTIVES OF THE FESTIVAL<\/strong>\n\nPresentation of films, film programs by various directors and festivals to a wide Novosibirsk audience and the surrounding region; - To foster a creative atmosphere and facilitate interaction between viewers and documentary filmmakers; - To organize seminars and master classes on issues related to documentary filmmaking.\n<h4><strong>2. COMPETITION<\/strong><\/h4>\nThe competition as a part of the \u201cMeetings in Siberia\u201d International Documentary Film Festival is held within the main program in the following categories:\n\n- Grand Prix \u2013 the Ella Davletshina Award;\n\n- Best Feature-Length Documentary;\n\n- Best Short Documentary;\n\n- Best Documentary in the Student Competition.\n\nThe prizes do not include monetary awards. The organizers, the jury, partners, and festival audiences may award additional prizes.\n<h4><strong>3. DATES<\/strong><\/h4>\nThe festival is held annually in Novosibirsk. The XXVIII International Documentary Film Festival \u201cMeetings in Siberia\u201d in Memory of Ella Davletshina will take place from September 21 to 27, 2026. In the event of an unfavorable epidemiological situation, the Festival Organizing Committee reserves the right to hold all festival events entirely in a remote format.\n\nApplications for participation will be accepted until July 15, 2026.\n<h4><strong>4. ELIGIBILITY<\/strong><\/h4>\nThe festival features Russian and international documentary films completed no earlier than January 1, 2024. A distribution certificate is not a mandatory requirement. Preference is given to Russian premieres. Films must not exceed 60 minutes in length. In exceptional cases, a film may be longer than 60 minutes. The content of the films must align with the thematic focus \u201cCrossroads of Cultures.\u201d The student competition accepts documentary films created by students of film schools and relevant university departments\n\nFilms selected for the festival upon agreement may be screened throughout the year at non-commercial cultural screenings at the Pobeda Culture and Recreation Center and the Novosibirsk Museum of Documentary Cinema. Applicants must indicate on the application form whether they consent to non-commercial screenings for cultural and educational purposes. In such cases, agreements with rights holders regarding the terms will not concluded after the film is selected for the festival program.\n<h4><strong>5. PARTICIPANTS<\/strong><\/h4>\nFilm and video studios, television companies, independent producers, and any holders of copyrights to the submitted films are eligible to participate in the festival.\n<h4><strong>6. SUBMISSION OF APPLICATIONS<\/strong><\/h4>\nEach applicant must submit films that haven\u2019t been previously entered into the festival to the selection committee via the festival website http:\/\/www.docfest.ru. The application must include a film profile and a link to a preview version of the film. Applications may also be submitted via the specialized portal https:\/\/festagent.com\/ru.\n<h4><strong>7. APPLICATION DEADLINE<\/strong><\/h4>\nApplications will be accepted from March 1, 2026, through July 15, 2026. Applicants must complete the film form electronically and provide a link to download the film. The form is available on the festival website http:\/\/www.docfest.ru. Submission of an application to participate in the Festival implies full agreement with the provisions of these Regulations.\n<h4><strong>8. SUBMISSION OF FILMS<\/strong><\/h4>\n\u2014 Filmmakers whose films have been selected for the competition program will be notified no later than September 1, 2026;\n\n\u2014 Films for screening must be submitted to the Festival no later than September 5, 2026. Films will be accepted for screening in MPEG-2, MPEG-4 (1920\/1080), and DCP formats.\n\n\u2014 The time and place of the screening will be determined by the Festival;\n\n\u2014 If a film is in a foreign language (other than Russian), it must have English subtitles.\n\n\u2014 If a film produced in a foreign language (other than Russian) is included in the competition program, the film\u2019s text (script) must be provided in English for translation into Russian, as well as a copy of the film in its original language without English subtitles.\n<h4><strong>9. TERMS FOR RECEIVING FILMS<\/strong><\/h4>\nThe Festival Management guarantees that it will not use or transfer films to third parties for commercial purposes, and reserves the right to use excerpts (no longer than 3 minutes) from the films in special programs and the Festival\u2019s promotional and informational materials.\n<h4><strong>10. PARTICIPATION IN THE FESTIVAL<\/strong><\/h4>\nUnfortunately, the Festival cannot cover travel and accommodation expenses for all participants. Invitations will be extended to special guests. Those wishing to attend the festival at their own expense will receive assistance with hotel reservations and free admission to all festival events.\n<h4><strong>11.
